This is the leadership team who work at BCM and share the vision and values of our community. At BCM we are driven by the idea that the best work is born from diligence, professionalism and enjoyment, in a nurturing environment.



Hugh McGarry

Hugh is the Chairman and remaining founding member of BCM. He and his family are the majority shareholder and after three decades at the helm, still remains closely involved in the day-to-day business – providing a wealth of experience to his senior team.

Hugh was Managing Director of BCM between 1985 and 2012. He is also a shareholder of three allied sister companies, Construction Hire Solutions, Crewit Resourcing and Equate Design – which along with BCM, form the Enable consortium, a collection of complimentary and mutually owned businesses that offer a complete construction solution.

The former is a new plant hire company, started in 2016, showing Hugh’s passion for success is burning strong.

Outside of BCM, Hugh supports a number of charities.

Shane O’Halloran
Managing Director

Shane is Managing Director and a shareholder of BCM.

Following a successful career in Construction Project Management, Shane joined BCM as a Technical Manager in 2007 from Fitzpatrick and was swiftly appointed to the Board in 2010 to direct business operations. He was appointed Managing Director in 2012.

A graduate of Engineering from Ireland, Shane has furthered his education completing a Masters in Project Management and more recently to compliment his senior position an MBA.

He started his career in rail contracting in 2000, joining Marconi and then Amec Spie, delivering some of the most significant design and construct rail civil engineering schemes in the South East of England.

At BCM, Shane has full accountability to the Board for all company operations and is directing the business strategy.

Daniel Wiscombe
Operations Director

Daniel joined BCM in October 2017 as our new Operations Director from HOCHTIEF.

With more than 20 years in the construction industry, for countless large contractors, Daniel will use his expertise to take us through the next level of our Strategic Plan for 2020.

Daniel heads up the largest team at BCM; the project delivery function – comprising Project Planning, Access Planning and Project Delivery.

Stuart Jackson
Commercial Director

Stuart is an accomplished Commercial Director with over 10 years senior level experience in commercially managing projects.

As a Construction Management Graduate, he started his commercial career with Shepherd Construction in 2002, joining Network Rail some six years later as a Commercial Manager.

He joined BCM in 2015, after a successful track record of major rail programme commercial management and has recently been promoted to the BCM Board of Directors. He is also a founding Director of BCM’s sister company CHS.

Terry Sullivan
Finance Director

Terry began his career in Accountancy as a trainee Accountant with Beatty & Company, whose client base comprised a wide range of business sectors and different sized businesses from sole traders to large groups of companies. Having gained extensive experience Terry was invited to join the McGinley Group (a key client of Beatty & Co) as an Accountant. Terry’s financial acumen was soon rewarded and he very quickly moved up the career ladder, to the position of Chief Accountant.

Terry joined BCM four years later in 1986, as Chief Accountant/Company Secretary, a year after the company was formed. He has remained with the company for over 30 years becoming Finance Director in 2000 and is a shareholder in the business.

His ability to manage the regulatory side of the business, as well as the financial and business planning sets him apart.

Terry takes a keen interest in all aspects of the business and using his many years’ experience in the construction and rail industry to ensure that the needs of the business are met during its next phase of expansion. Terry sits on the Board at BCM.

Wayne Frewen
Head of Work Winning

Wayne is a commercially astute and driven project management professional with two decades of experience in the UK rail sector.

Wayne joined BCM Construction in August 2017, leading the work winning functions of the business through streamlining processes, ensuring solutions are client-focused and projects are delivered on time and in budget.

Wayne specialises in PQQ, ITT and Tender delivery phases of projects, with experience spanning across Civil, Highways, Power, Communications, Building, Signalling and Rail divisions of construction (public and private). He maintains an impressive track record in leadership and planning roles having previously worked with Transport for London, Morgan Sindall, Crossrail and Network Rail.


Ray Clarke
Head of Health, Safety & Environment

Ray leads the HSE functions for the business, managing a team of professionals to ensure that BCM leads from the front, keeping all people that come into connection with the business safe and well.

Ray joined BCM in 2013, having had an illustrious delivery career working on some of the railway infrastructure’s leading projects.  He has delivered projects including the West Coast Power Upgrade, The Reading Station redevelopment and Crossrail for Network Rail.

Ray has also achieved academic success, achieving a post-graduate degree from Warwick University in Business Leadership.

Kevin Bush
Head of Compliance and Quality

Kevin has been with BCM for nearly 30 years and has carried out various senior management roles for the business.

During the last 10 years has been he has been instrumental in promoting quality and compliance throughout the company. Kevin is responsible for the IMS (Integrated Management System) including all rail and non-rail training and is our rail sentinel co-ordinator.

Kevin targets improvements across all areas of the business, particularly the impact and aspects of quality and compliance on the company’s projects. He reports directly to the Board of Directors.

Margarita Ziborova
Head of Human Resources

Having joined BCM more than 1 year ago from corporate giant PepsiCo, Margarita has full responsibility for all people based activities from both an operational and strategic perspective.

As a dynamic Head of HR, she is involved in many areas of business including, resource planning and recruitment, training, managing a variety of employee relations issues at any one time and is the face of the organisation for all employee related issues.

Margarita sits on many senior level steering groups and is an intellectual driving force behind BCM’s 2020 growth vision.
